Default carb question...help pls

i have a 88 250 r with the mods listed below, my problem is that when riding like in 1st or 2nd gear barely off idle it sound like its bogging, hard to explain but if i push the throttle a little more it takes off like a bat outa hell, it runs great other than that, like i say its just off idle a bit, kinda has a gurgling pipe sound like it needs something wether its more fuel or more air i cant tell. i have pilot jetted it up and down but nothing seems to change it, air screw helped some but not enough, anybody had this problem befor? any ideas for me to try? thanks..

Is it in all the way through 1st and 2nd or does it clear up after 1/4 throttle or so?
It definitely sounds like your engine is loading up w/ too much fuel which would mean it's in the carb adjustment somewhere. Could your choke be stuck slightly closed?

Do you have a power jet on your carb. Are you sure the bowl is not over filling is your bowl overflow clear???

Sounds like the pilot jet is too big, or the air screw is too rich . When you say the air screw helped some...is that when you went leaner or richer? How many turns out is the screw?
Does this have reeds? They in good shape?
If you have an air box with lid...try a test ride with out the lid on...that will lean it out, and see if the symptoms improve.
