Default King quad (300) Rotor problem

I have an older king quad..year 02. (300CC) and now my front brakes wore down so far they made grooves on one of the rotors. Its not horribly bad, but just needs machined some. I want to know what type of place you would take the rotor to, to have a bit machined off, to make it smooth again? I cant afford a new rotor at $90.00 so I must resurface it. Is it necessary to remove the rotor from the front wheel hub also? Im having a hard time getting it off. I dont wanna put my new pads on without first rectifying the rotor problem.

Typically any machine shop and most brake shops can turn rotors. NAPA is my preferred as they're cheaper and I trust those guys. The problems are I don't think anywhere is it listed the minimum thickness the rotors can be. Also they're rather small, that may complicate things. Measure the overall diameter of the rotor. Call around and ask if they can turn a rotor of that diameter. They still may not turn them due to them not knowing tolerances. Good luck.
