Z400 should I change shims ?
Okay, after removing valve cover and checking clearance, The intake and exhaust are in spec. But at the lower end of the spec. While I have it opened up, should I try to shoot for the middle of the spec, or the high end of the spec? Which way do they usually wear? And most important which way will create more power?

Unless it gets grossly out of spec, the performance wont change much. But if they tighten up, which is a common thing on this motor, it will become hard to start and run crappy, because a tight valve clearance can lead to dramatic loss of compression.
If its currently in spec, Id leave it, and just remember that next time, itll probably be too tight, and will need adjustment.

Exactly as Hondabuster just said.....
With the way those engines are designed, when the valves are too far out of whack, it will run like garbage.
You'd see first that it will become very hard to start, even when it's hot. The idle will lope very badly, there might even be some smoking under throttle, and I've even heard sometimes they just won't stay running at all.
