Default Quad Runner Pilot Jet closed - perhaps on purpose!

Recently purchased a 96 Quad Runner 4WD. To keep it running at idle, had to always leave the choke on a bit. First things first, dug into the carb and found the Pilot Jet completely closed - almost as it someone purposely closed it. Eventually dug out the opening - probably now too much as it now runs rich (dont have to use the choke anymore).
Is purposely plugging the pilot jet a legitimate things to do?
Also could not get the pilot screw out, as if it someone glued it in. I plan on pulling the carb out and trying again, but wanted to see the effect of opening up the jet on the running condition...
