IDK why your z250 wouldn't pull a wheelie 😆 🤣 😂 my 09 does it just fine in 2nd and in third with some help but Def does it no problem with a junk carb, no air box or real air filter lol. Only thing mine has had done was replace piston ring from the boy I bought it from drove it in a pond sold it to me for 500 i put roughly 5 more into it and now it's solid welded ring gear to axel no more stripping splines off randomly anymore. New u joints and seals in the rear end with marine grease in it instead of oil make grease is water resistant and thins out once it gets heat from friction to it. I've never had any other complaints I mean it is just a starter bike but they are fun to play on with the kids
