Not quite sure what you're asking. There are no "street-legal" ATVs, although in some areas you may not be bothered while riding on streets.

 

AZ has law which allows ATV w/headlights, tail light, license plate holder,brakes(as the law states) that in addition to having a title showing ownership, can be registered for public streets, i.e., "street legal". Otherwise, ATV allowed only for off-road use.

 

I'm from CT where everything sucks. There isn't a single legal state riding area. It's either private property or nothing. And I can forget about the streets.
