Default Info needed on governor forSuzuki ltz 50???

Just bought my son one this week. I have already had it back to the dealer becuase it had about 1/4-1/2 qrts. of oil in the air box. They said the got it running right but we just came home from riding all day and it does not seem right to me. It studers at about half throttle. Is this a governor or is it other problems. I already had the dealer remove the washer that the manual tells about in the clutch. It's pathetic. I had to get of my quad many times just to push him up steep hills and sugar sand. It can't even spin over the tires. Can anyone tell me if the studering is the governor and if so how do I fix this to make more enjoable for my son to ride? Thanks.

Thanks for the reply. I did read through the post but I did not read anyone talk about the spuder, almost like it is running on a foul plug or something. This happens somewhere between 1/4 and half throttle. Is this normal? Man I just sold his cheap after market that would do circles around this thing. Anyways any help is greatly appreciated.
