It honestly depends on how big you are and what type of riding you will do. A 250 would most likely give you plenty if all you want to do is "putt around." I'm 6'1", 220 lbs and I ride a Z400. I ride conservatively in the desert and have plenty of power.
It's all a matter of preference and what you want to do. just one point to remember, it is pretty frustrating when you buy something for one purpose and find out you want to do more with it, but it's too small. Now you have to sell one thing to so you can buy the one you should have bought to begin with.

Buy the raptor 250, it has alot more features than the suzuki for less than $4000 new.. It weighs something like 60 pounds less and is alot more racey and faster..

The raptor is better and faster in almost every aspect.. Unless you want a tamer bike or prefer a shaft drive..
