Help with my boys bike

Just got a used Suzuki 50 cc ATV, I do not know the year but it is a 2 stroke and is a pull start. It is in like new condition. Been ridden less than 5 hours, Dr. bought it new for his kids and they just never rode it. It had trouble starting as it had not ran in several months so they had a Suzuki shop put in a new carburator (sp?) kit. It ran great for them when they tested it. I picked it up today and brought it home and can not get it to start for nothing.
I set the brake, turn the key on, make sure the fuel is on, put the choke UP (which is on he told me) and every time I pull the cord not only will it not even come close to starting but it shoots fuel on the ground from what I believe is an over flow tube? It is a semi clear tube that comes out of the carb and points down under the ATV.
He could not find the manuel for it so I am assuming I am starting it right as that is what I was shown.
Any help greatly appreciated, my 6 year old was very disappointed and I can't blame him.
Here are a couple of pictures, hope they are ok I took them with my cell phone real quick. I can get more if anyone needs them?

This (orange) hose comes from the bottom of the carb and connects to nothing else. It is the one that is just leaking out the fuel everytime I pull the cord.

In the pic above, this hose (orange again) comes out of the top of the carb and also connects to nothing? Both are fuel lines so shouldn't one connect to something? Assuming it is the one leaking the fuel but don't know where it goes if it does.

Looks like you have an LTA50. The hoses are OK, they're not suposed to be going to anything. To start the quad:
1. lock the parking brake
2. make sure all of the kill switches are in the run position (key turned to the right, red button on handlebar should be outward, and the tether switch at the rear of the seat should be connected)
3. The fuel pet-**** should be pointing to the left or right (horizontal) in the prime position
4. Put the choke lever in the on/down position
5. After it is running turn the fuel pet-**** to the on (pointing downward) position
6. Once it is warmed up, flip the choke lever to the up/run position
There are some factory restrictors on the quad that can be removed, and combined with some jetting and an air filter upgrade can make that little quad move out pretty good.

Thanks for the quick response. Sounds like I have a couple of things backwards.
I had the choke off and did not have the fuel switch to prime. It was abrieviated as PRI and I was not sure what that meant, but I understood ON. LOL
Will go out and give it a shot. What about the leaking fuel when I pull the cord? Is that going to be an issue with a stuck float? (Been doing some searching research on here for the past few minutes).
The thing just had the carb rebuilt (kit) by a Suzuki dealer today and the old owner tested it and it ran fine for him.

There is a screw on the bottom front of the carb. (you can reach it without removing the plastics, just reach in from the right front tire) If you start getting flooded, just back it out a little untill the fuel runs out of the bowl, then snug it back up, and keep pulling.
-Check your plug too, it might be fouled.

Went back out to the garage and turned the screw and drained the bowl. I will give it another try at starting in a few minutes, want to make sure it has all evaporated or been drained.
I also learned a lesson. DO NOT leave the fuel in the PRI position or you will come back to a garage floor with fuel all over it.
So is there no OFF position like other ATV's I am used to? Just leave it in the ON position when not in use?

No off position. I leave my son's in the on position when not in use. Even if you leave it in the prime position it should not leave a puddle of fuel on your floor. (unless you didn't re-tighten the brass float bowl drain screw) You may very well have a stuck float, if that's the case, you'll have to take the carb apart. It's not hard, but you'll have to take off the plastics to get to it. While you have it apart, take the intake elbow off, hold it with a pair of pliers, or place it in a vise, and heat it with a propane torch. Once warmed up, the adhesive holding in the intake restrictor mentioned in the above website will losen. Use a screwdriver to pluck out the restrictor. My son's quad started much easier once the intake restrictor was removed. -Good luck I'm turning in
