Default LT80 little power

I just pourchased a used 2001 LT80 and it did not come with a manuel. I opened the throttle cable housing located at the top of the handle bars and noticed the throttle only opens about 1/3 of the way. The guy I purchased the ATV from removed the governor (throttle) bolt and was unaware why the ATV did not perform any better then it did.

Is there any way to adjust the throttle so it will fully open?
