By not trying to kick over do you mean that the engine won't spin and your pull start won't even move? In that case the engine is seized, also if your pullstart pulls out and it just won't fire you might not be getting any fuel or have a bad air fuel mixture so it won't ignite

Is your sparkplug wet or dry? If plug not wet, pull boot from airbox side of carb and very carefully squirt a little fuel into carb and then try starting. If it starts or tries to start, then either you are not getting fuel to the carb (bad petcock, no fuel in tank, plugged fuel filter etc, bad/plugged needle seat, pinched hose) or choke not working. If it still won't start, your spark may not be strong enough. You might try closing the sparkplug gap to .020 or so just as a test. That smaller gap will help IF your spark is weak.
If all else fails, try taking a compression test. And all this is assumming that your engine cranks (turns) when you hit the starter...

Try holding the throttle wide open and try starting if fires then choke is faulty or bad mixture. Try draining fuel tank and put fresh fuel in could be stale gas.
