As like the belt on your car they need a good inspection (no cracking) if all looks good I would run it and give it a yearly inspection thereafter! Most ATV belts run a metel webbing inside there therfore no streching of the belt to affect top speed. Just out of quriosity when was the last time you did a full tune up? (plugs and valve adjustment)

It depends on the clutching what a wore belt will effect...
Most of them will lose some top end in the range of 3mph-10mph.. And will normally feel extra powerful on the low end....
If it was ME, I would change it, and keep that one for a spare.. Nothing worst than being in the bush with broke belt...

Yes just got a recent tune up on it - everything was in very good shape - only one valve out 4 needed adjustment!!! thx
