Default brake problem

Suzuki King Quad 300 1996 model.....I am trying to get the front brakes working on this 4-wheeler. I have disassembled the wheel cylinders and cleaned them.....blew out all the lines cleaned the hubs and replaced shoes and springs but I believe there is something missing....I checked the schematic on bikebandit and it shows a part on the end of the strut assembly called a stopper. mine does not have that and I can't tell by the pics in the haynes manual what i am supposed to have (horrible pictures) they never have worked right since i owned them but not sure if this part was ever there before. I have hired some shady mechanics over the years but never had good brakes....I am trying to do it myself so it will be done right but i am running into problems.....anyone out there experienced with these atv's? the front brakes ? any help or pics would be greatly appreciated.....
