LT-F250 no top end rpm, hot regulator at idle

Default LT-F250 no top end rpm, hot regulator at idle

my friend brought me his quad to fix an oil leak and i found that he has no top end power. it is an 04 LT-F250 quadrunner ozark. i can push the throttle in about half way and it responds with minimal lag but the rpms stop going up even if i continue to push the throttle in the remainder. i let it idle for about 5 minutes on a cold start and noticed the regulator was hot to the touch and is charging at 15v AT IDLE. stator is fine and cdi i believe is fine but does it sound like the regulator is bad and can this be the cause of a lack of top end RPM's?

i typed this thread while i was tired and realized i can sum it up in one simple question.

is my voltage regulator bad if its charging the battery at 15V at IDLE?
