Default LT80 stator/charging issue

Long story short, have a 1996 LT80. It was given to us in a non running condition by a friend. Still needs a starter and brake cables but it does run.

My problem is it does not charge. The fuse for the charging system (5a) is ok and tests ok with a VOM. The engine runs fine, but from what I can tell my machine is only putting out 6 volts and is not charging the battery at all. I read the test was to disconnect the negative cable and test DC voltage between the positive, (still connected to battery) and negative (not connected) to see what it was putting out for voltage. I got in the neighborhood of 5.9-6v DC.

The input to the voltage regulator appears to be 15.6v AC. Problem is I'm not sure if its the stator or the voltage regulator. I need help from the experts. Please help me on where to go from here.

I appreciate your assistance in advance.

Got my hands on the service manual today, it says AC voltage from stator should be 28v AC at 5k rpm, will check and find out if its correct at that engine speed. Haven't had access to the service manual until late today.
