Suzuki Eiger it turns over when battery cables are hooked up with out pushing start button

 

If it does this only when ignition is on, the starter button on the handlebars is stuck in. If it does it with ignition off, the solenoid is stuck closed. Fit a new one and check battery voltage, as a dead cell (down to 10v) will cause the new solenoid to stick too.
