Default Help Please

So my lt80 is having problems.

Compression is at 115 but there is not enough vacuum to pull the diaphragm open in the petcock valve to allow fuel to flow. I know the vacuum tube that runs from the carburetor to the petcock valve is good and has no leaks. I have cleaned the carburetor about 4 times, soaking it in a paint can full of carburetor cleaner for 20 minutes a time.

If I fill up the carburetor bowl myself, it will start and I will be able to do doughnuts around the yard until I run out of fuel.

This is and 06 lt80 with at FMF power core 2 Exhaust, brand new air filter, oil, and gas.

Install a inline on/off valve and run the petcock on prime.
In the prime position, gas should run constant.
