Tank cap vent clear and open? Have you pulled the fuel line from the carb to see if fuel is flowing ok in the on and reserve position? If it is,then possible that replacement carb needle and seat may be stuck or trash in it. If it's one of Chinese replacement carbs most people have to go through them as some have found dirt,trash and some have found metal shavings.

Make sure you have good spark. Ground the plug at the engine.If you still have the oem air box hold your hand over the back to see if that helps in starting,plus you can try a shot of staring fluid. If if runs just a little on starting fluid,but dies,you may still have to check that all jets are open and the carb is clean even if it's new.Another thing is to check compression.Can't remember what the average was(my son had an 84 model years ago) but if compression is 90 psi or lower,that may be a problem also.
