91-92 are the best to buy, they have the same motor and front suspension as 88-90, but the 91-92 have a bunch of gussetting on the front frame section to prevent frame cracking, and a much revised rear suspension.

the 91-92 put out the most HP. They have different ports and compression than the 88-90. plus the rear suspension is best on the 91-92.

Isn't the '91-'92 rear shock setup the exact same as the '87-'90 500's? Just wondering.

Yes the shock setup on the 91-92 250's are the same as the 500's
