i have a 89 RM250 an i was wondering if i can put newer updated head on it with an electronic powervalve on it. what would it require to do this and what benefits would it give me.

The 89 RM had a great mechanical power valve, it is operated from a gear on the crank like the quadracer,but unlike the quadracer cylinder it did actualy vary the exhaust port hieght (By 5 MM).

No there is no way to adapt another cylinder on to that bottom end.
