91 lt250r powervalve not working ?

I recently bought a used 91 lt250r and have been rebuilding it. I noticed in the inspection window for the powervalve that it was not moving so I took the small cover off and moved it up and down freely by hand and everything seems to be connected where I can see but I don't know where else to look for what is causing it to not work. Has anyone else had this happen or know how to fix it ? also is there any place such as ebay where I can get a shop manual that shows in detail all of the parts on the quad if so any help would be appreciated. Glad to join all the other quadracer owners out there "thanks in advance."

sometimes they do get gummed up due to using a cheap type of premix.
how many hours are on the top & bottom end? it may be time to do a top end... in which case you could remove the whole PV assembly and clean it properly. also, i found that the bearing on the left side gets filled with carbon and adds some friction...
another idea, maybe the spring is wound in the wrong direction preventing it from opening.... or wound too tight, closing it completely all the time.
how many hours are on the top & bottom end? it may be time to do a top end... in which case you could remove the whole PV assembly and clean it properly. also, i found that the bearing on the left side gets filled with carbon and adds some friction...

It has about 1hr on rebuilt motor bottom & top. It appears that the spring was installed wrong because there is no tension on it and the powervalve stays open all the time. I'm going to try and locate a manual for it to help me figure it out. Maybe someone could explain how it goes together ?
