a few of the 230's had a philips screw on the top of the axles that you also have to take out.try WD-40.no you don't have to take the bolts all the way out

I just adjusted the chain on my Q-sport last night and had the same problem.
The WD-40 worked but it took some doing to get it to break lose.
As for the small bolt on top of the carryer not shure about that
mines an 85 maybe there all differant?

I have an 88 same as the 87's. Just put some WD-40® on it. Try to use something to move it i.e. a bar with a hammer. Pushing the bottom of it forward (the axle carrer). Hope that I helped and no you don't have to remove the bolts all the way.
