is it the cable or the actual clutch itself.... try pulling the actual clutch lever on the engine itself... if that moves easily it is your cable you could try spraying some cable lube down the sleeve of the cable

Check your cable to determine if it's bad before you try an adjustment , the O.E.M. cables are coated with teflon/compound ; when it wears off they get stiff and hard to ingauge with the hand lever !
And the cable routing , sometimes after maintaince/repair work the cables can get bunchedup/tight causing them to become hard operate ; after that i would say the clutch !........
