It appears to have good spark, appears to be getting gas, handed it over to my auto mechanic who can't seem to figure it out even with a shop manual. Any ideas would be greatly appreciated. Is there something that I tell my mechanic to look into?

 

Have you ever adjusted the valves on it?
That is where I would start.

 

check the timing with a light. and make sure it isnt getting too much fuel
