brake controller

I own a 03 chevy silverado with trailer pakage. I installed my brake controller, Tekonsha voyager. I also bought the pig tale 3015-p that goes with it for my truck. When I hooked it up, i got no green light on controller. I didn,t have my trailer yet, so i figured i need the trailer hooked up for it to work. I got my trailer, hooked it up, no green light. all the lites on trailer worked though. The trailer has an egler battery and brake-away box on it. the battery said it was charging. when i got it home, i started checking fuses ect. found nothing wrong. I call the tekonsha hot line. they told me to check how wires were installed on pigtail plug were it plugs in under my dash. pins were corect. next they told me to check for voltage on red wire( stop lite) with brake pedal pushed. had 12 volts. next they told me to remove blue wire(electric brakes) from connector and ground it. got green lite, and then it turned to red with brake pedal pushed or manual slide moved. they sais the controller is ok, that there is a short some were with blue wire on truck or trailer.. pulled connector apart on trailer, pulled tape off around terminals, a screw came out with the tape. i suspect it came from center pole since there was no wire attached there. put connector back together. i got back in truck, green lite on????. stepped on brake pedal, brake lits on trailer came on, same with manual lever moved. stared up truck, lite on controller went out. i waited a few minutes, still no green light. shut truck off, green lite came back on. now i"m stumped. I stared to do some more voltage checks. with truck off black wire had 12v, red wire 0v, pushed brake pedal, 12v, maual slide, 12v. blue wire 0v, brake pedal or manual slide, 12v. everything seemed ok. now with truck running i did the same checks. the only thing different is the blue wire has 12v without brake pedal or manual slide being moved. anyone have any IDEAS???

on the '99 Ford with a trailer tow package, you must add 2 relays to the fuse panel under the hood, in order for the brake controller to work. i think many other years are the same. i think it's just a reason to get ya into the stealership and get into your pocket.
