There is a way! You can't make a 4-wheeled atv street legal.........But you can make a 3-wheeled atv street legal. Hint hint.
They even have a special drivers license for 3-wheeled vehicles. Most are the VW powered chopper things but there's no designation.

I have been emailing back and forth with the fellow from that website. You are correct. Street legal vehicles only.
I also learned that, while most states observe other state's vehicle registrations, (for example if an ATV registered as street legal in Arizona were to come visit a National Park in New Mexico it would be like driving any other AZ registered vehicle like a jeep or car) California does not observe AZ street legal ATVs as legal. So that potential loophole is a non loop hole.
