There's some riding up on Higman hill. Where the towers are next to the river. There's a service road up the hill by the school around 5th. It's 1 or 2 streets away, don't remember the names but I can drive there. I'm sure there's others but thats all I know.
NYTRO new york trail riders organization has a southern tier chapter. Check out their web site NYTRO.org

I'm not sure how legal it is but I've never been questioned. Seen many others riding there as well as trucks. I used to ride there when I was a kid 25 yrs ago and still ride there. Rode last summer. There is a lot of access roads and fire roads.

I know this is an old thread but maybe someone can give me some advice.
I used to live in the Corning area long ago and rode dirt bikes all over Higman Hill. I'll be visiting this year and would like to drag my dirt bike with me to check out the hill. Does anyone know if I'll still be able to ride up there?

Not sure about that area but there is a park that is maybe 15 minutes from Corning. A place called Rocky Roost. $15 for the day. www.rockyroost.net
