Tags or Permits in National Forest

I've got a question for ATV riders in National Forest. For as long as I can remember the State of Georgia has issued tags to ATV's to ride on National Forest roads only. You did not need one to ride on the atv trails, just designated gravel roads between trails. Last April the Tag Dept. stopped issuing tags. Said they couldn't justify it any longer since atv's don't meet highway safety standards. Now the Forest Ranger issues a ticket to anyone on these roads without a tag and will tell you "I know you can't buy a tag but you must have a tag." Sorry for going on but my question is..What do other states require for atv's to ride on Federal and State lands? I've
heard some issue permits. Any help would be appreciated.

California requires a Green or Red sticker at a cost of $21 for TWO YEARS. There may be an additional charge (aprox $4 a day for a truck/trailerload) at some areas... SVRA's.
