I believe that age limitations vary from state to state. In Pennsylvania no one under 16 is allowed to ride without completing an ATV safety course unless they are on land owned by their parents. Kids under 8 or 9, I don't remember which, are not allowed to ride at all except on their parents' property. There are no restrictions on engine size related to age. Like I said, your state is probably different. Google is probably your best option to find the correct laws for your state.

Every state is different and even within the same state, rules for different riding areas are different. As a general rule, there are no restrictions for riding on private property, however there have been cases of parents being held negligent if there is an injury to their kid while riding a non-CPSC sized quad.
