2013 Black Hills Trail Permits

You need one permit for each vehicle to ride on the Black Hills National Forest motorized trail system.
Also:
South Dakota offers a 15-day road permit for out of state ATV's and UTVs that are not licensed in their home states. Permits are issued by county treasurers for a fee of $1 per day for between 5 and 15 days. Applicants must have either a title or bill of sale and the vehicle must have a horn, rear view mirror and be at least 250cc or larger to qualify for the temporary permit. Only one permit may be issued per year.

Some think this is a double charge
The charge is $25 and all the money is supposed to go toward improving the Black Hills trail system. No telling how well spent it is.
But you make a good point. We already pay taxes to support the national forest so this user fee is like charging twice for the same thing. Hard to take because until 2011 it was always free.
BTW: if you are planning to come to the Black Hills ATV rally, you will need to get the permit.
