Default HELP!

I noticed today that when I lug around on steep hills, that my Raptor loads up(same problem again), and when you try to work the throttle through the load up, it hits like it does when your in reverse wide open. like a limiter or something. but if you clutch it and rev it you can take off again until you lug and load up again....how can i fix this problem?

anyone had anything happen like this before?
