The bottom part of my frame has gauges in from the rider before me. He never put skidplates on it. There are two descent sized gauges, like the pushed up.The frame is not round in that particular spot. Is there any way I can fix this problem?

 

Unless its broken through, get a full skid and enjoy it. If the bottom tubes broke you would have to find an experienced machinist/welder to do the fixing. or pick up a new frame, on ebay or at the dealer.
