elkas or pipes
A couple questions that will make your decision easier -
1) How do I ride my quads most often? If you ride trails, woods, or MX with either quad, the shocks are the answer. If you ride only sand dunes or really into drag racing, go with pipes.
2) Which quad do you ride most often? If you ride the Raptor 80% of the time, your money is better spent on it, and likewise, if you ride the Shee much more often, spend the $ on it.
3) How good of rider are you? Are you so good that everytime you ride your Shee you feel like you are riding a Blaster. You can man-handle the quad and it is totally underpowered? Or are you a pretty good rider on the Raptor, but wish you could take the corners faster and go faster through the rough stuff and make use of all the power that is there? a=pipes, b=shocks
I have raced about 10 National GNCC races in the past 2 years, some MX races, drag raced at the dunes, and spent many hour by myself trail riding. I have quickly worked my way up from racing a stock Raptor to racing a + $15,000 Raptor. If I had it all to do over again the VERY FIRST things I would have added are the Elka Shocks. They make the single biggest difference possible; second would be tires and wheels, third widening the front and rear (depending on type of riding) and fourth would be power.
Good luck with your decision!
