Default Raptor Carb tuning question

I have the air screws turned out to 3 turns. I have a Pro Design air filter with NO lid. Throttle response seems to be there but about 1/4 throttle it gets a little blubbery. Then after that seems fine. Anyone have any suggestions? Needle clip? Smaller main jet? One turn out more? I also hear one carb needs a turn out more than the other. It's been a while since I worked on this carb, any help I would greatly appriciate it.

I had a similar problem but I completly eliminated the airbox which made it worse. It took a dyno to properly fix my flat spot, I couldn't do it manualy.
