I agree a 9 is a rich top end needle. Can you get a few different needles from who ever you got the carb from and return the ones you don't need? I would also get pilot/Power jets from 20 to 130 in increments of 10.

If your bottom end is close and the needle didn't have to be shortend to much to get it rich I would try about a 7-2-XL maybe a 6-2-XL. But try what the others have said first to make sure you need to lean the top.
