Shortening Throttle Cable?
Well sure...if you have the proper tools to cut the cable and put a new end on it...but most of the time it's just as cost effective to go get your self a new cable.
If it's stretched so bad that there is slack...it's either the wrong cable or near the end of it's useful life span.
