does parking brake affect spark?

I have a 97 warrior And I have been trying to locate the cause of a flat spot in the throttle response that is mostly noticeable when it is neutral bet here is the odd thing that I found..

If I set the parking brake, with the bike in neutral the bike will barely even idle. Does the brake effect the electrical system some how?

YES IF THE P BRAKE IS ON IT WONT REV

Yes, if the the parking brake is locked, a rev limiter kicks in that stops the motor at 2300 RPM. That's what the owner's manual says, anyway.
