Default 600 Grizzly top speed low

This is for my friend. He has a 99 (I think) 600 Grizzly that is hitting the rev limiter at 65 km/h (bout 40 mph) in high range. It pulls very strong until the speedo hits 65, then bang rev limiter, and it's defintely revving high. Low range not sure what the top speed is, but it is very low as well. History, bike has 8 or 9 thousand km's, engine was just rebuilt (bored, new piston, rings, etc) and this happened on the first trip out. Not sure when belt was replaced (he bought it with 5000 km's on it) and he has not touched it.

I assume it's something belt/pulley related? Not opening up enough or too much? Would a worn belt cause this?

40 mph sounds slow and if hitting rev limiter before it should, I would look into a ignition problem such as false rpms etc.
Check all wiring in harness going to CDI, look for a break or damaged wire.
If you can find someone that has another grizz around your year swap out the cdi. Should be under the seat with a wiring harness going to it.
You may end up taking it to a dealer (shop), and check compression on rebuild to rule that out.
Then start looking into wiring. or a possible fuel restriction. or even dirty plug. Many things to look at.
Good luck

My 05 Grizz hits 63 mph then the rev limiter hits. I have never ever tried to top out low range but 40 doesn't sound far off as its geared pretty low in low range.

Maybe it is just time for a new rev limiter? Or could it be something like it thinks that it is in reverse? I know that the rev limiter is very strict when it is in reverse gear. My dad had to take his shift assembly appart because his rev limiter was thinking it was in reverse and he could only go like 10...?
