leak after I put paddle tire on wheel

I would remount the tire and make sure there isn't any sand on the bead of the tire or rim. It doesn't take much sand to make a leak. Use a mild solution of dishwashing soap and water on the bead so it will pop on securely.
The only problem I see with silicone is that it makes it that much harder to break down. Any tire thats run in sand for very long will develop a leak due to sand in the bead. Its just a matter of time. When that time comes, that silicone could make the job at hand a bit tougher. Just my $0.02.
