Your carbs need to be removed and cleaned then adjust the floats. This should take care of your problems.

I agree it's the float.Clean the carb. and check to see if the float is adjusted right. How to check and adjust?Take the carb. off the bike. Now remove the bowl.Flip the carb. upside down.Place a 6 in. scale beside the float and on top of the gasket. It should be between 20-22 mm.or .80-.88 in.Float not set right?Remove the pin that holds the float to the carb.Be careful not to lose the pin or the fuel valve.Holding the float upside down, use a flat head screw driver and gently press down on the small tab of the float that rides against the fuel valve. The fuel valve is the part the float rises up to that shuts off the fuel.Hope this helps.Trying to put on my photos a picture to help with this.

your needle and seat could also be worn out.....be careful when putting backl together because the two floats are different...the carb with the choke has a different float then the one without the choke lever.

i am sorry i kind of left my thought incomplete..i meant the float bowls are different the one on the left has some different porting for the choke and starting...i understood that you had them both apart and it will be very hard to start if the bowls are switched around...sorrily from experience...
