I know this is going to be a bold statement, but with the right tires you can whoop on piped banshees. I put 22x11x8 ultra buffed 14 paddle gliders on my bone stock raptor 700. I race at sand mountain utah, and with these tires I was killing piped banshees up the mountain. I don't know if I got a special raptor, but I was killing stock yfz's, and 450r's. I was beating piped 450's all day. The only 450's that could beat me were ported with cams. I beat a 06 450r with the hrc kit and a pipe. And I beat a 06 yfz with a full pipe. I was tied with a 250r with a 310 kit and all sorts of porting. The only banshees that could keep up were ported.
I know this is owed to my paddles. Before I had sand geckos and I was slow as ****. I put on my nobbies and I was faster. Then I found these ultra light paddles and now I fly. I just put on a full system gytr pipe and I hope it gets even faster. I will find out this weekend. By the way, my tires were about $380 with rims. Worth ever penny!

Actually the best place to look is the motorcycle industry as far as sport quads go. There arent many purpose built atv engines, unless you dont have a moto division (read polaris). I do believe that sport quads wont get much bigger on single cylinders, and when you have to do dual (kfx 700) you start making compromises that outweight your benefits. So in one way I agree with you curls in that I dont think we'll see sport quads that big without major engine and chassis design changes, but it's because of limiting production and quality factors and not political influence.
I still think utes will keep getting bigger. Bomb's 800 is derived from the v1000 we have in our garage, I see nothing standing in the way of bumping the displacement all the way up from a production standpoint. And the only problem politically with another 200 cc's would be whether or not its still classified as an atv in certain states. Technically here in Michigan anything over 500cc's isnt an atv, but my raptor is still allowed on atv/mc only trails and riding areas. So in light of that I dont think other states will be complaining too much about the 800cc limit.
