You pull the plug and screw in the gauge. Make sure its in tight and give it a couple good kicks. It should read more than 120psi. If its less than i think its time for a rebuild. As for starting put the choke on full and when you kick push in the throttle it should start right up. You may also want to make sure you arent running to rich and fouling plugs. But if it is cold (less than 50 degrees) then it will take a few kicks to start it.
