Riding atvs on the road when it snows

Wondering if anyone on here could settle a discussion between me and my friends. Some of my friends say that its legal to ride atvs on the road when there is a snow emergency. Others say its legal as long is there are 4 inches of snow on the road. Others say that its only legal if there is 6 inches of snow on the road. Anybody know which if any are true?

I guess its illegal but the po-po doesnt mind around here as long as we dont go on main roads and fool around. i just use the street in my neighborhood to get to my neighbors driveways to plow. they dont mind kuz they kno that i gotta get there sumhow and its not like im in the middle of a highway or sumthing. in our neighborhood, theres like one car every 5 minutes...... so its not exactly what i would call a "busy" street. plus its got a dead end so theres no cars flyin all over the place.

yea i live in a lil country town with about 500 people in the comunity maybe not even that and we ride the roads no matter what time of the year is . the cope dont say anything to up as long as we stay somewhere in the speed limit and stop and the stops sings and stuff like that and if we arnt tearing anything up
