Grizzly won't rev

I have an 02 Grizzly 660 that is not wanting to rev. It idles fine but only revs to, and I'm guessing, 1500-1700. If I hold my fingers over the intake and carefully regulate the amount of air going into the carb it will rev like normal. Could this be caused by a short? It is getting enough fuel to the carb and I just had the carb rebuilt by the dealership so it "should" be clean.

I just realized that I did not mention something...it ran fine in both high and low gear for about five minutes but in reverse it would spit and sputter. In reverse would at least move on level ground not it won't do nothing besides stall out. In addition I had it idleing in the garage for about five minutes with an occational quick rev just to check before I took it out for a ride.

Actually, I was wrong. If putting your hand over the intake made it run okay, then it is a fuel problem. Does running with the choke on make it run better. The choke is just a fuel enricher. If it does run better with the choke on, then it is definetly a fuel problem. Also, check your spark plug and see what color it is. Mabye, change it to eliminate as a possible problem.
