The rear suspension on my 03 warrior is setting down about 3 inches .I mean I can pull up on the rack and the rear end comes up 3 inches can this be fixed or is the shock just worn out. I would like the full travel of the shock.

STOCK they sage an inch... after a year or 2 they start to sage 2-3 inches... the shock may just need more fluid in the rezzy.. if it is SUPER bouncy your shock may be blown or out of fluid.

thats called sag. and perfectly normal. you dont want your shock to start at the top of the stroke. when you go over a hole you want your tires to drop.. Look at like a trophy truck or sompin that runs baja. they have 29"+ of travel and they sit down in the middle of the stroke. sag is a good thing. but if you insist just tighted up your preload wich is the threaded section of your shox. that will make it ride like crap if you get to much.
