If there is a lein on that raptor title, that means the seller owes someone $$$$. Slim chance he will take your buy money and pay the off the lein so you can get the title from the bank and put it in your name. Sad but true that this world is full of con-artists, rip offs, flim flamers, and scum bags. Just my opinion.
