For a new rider, you can definitely get yourself in trouble with the power. Regarding the tippiness, you can add wheel spacers or a-arms and axle to widen the stance out and improve stability.
Take it slow and gain experience by going out with experienced riders and plenty of seat time getting used to how the atv you chooses responds.

I am thinking about going and looking at it..My buddy nows the guy that has it..I have heard of people turning the screw on the carb so it dosent open all the way i guess that might help i i was to get it..I been wanting to get a 400cc qaud found a few of those but just wanting to know about the raptor as well..I seen some of these 660 's sell for alot more then this and i just have been thinking this might be a steal if its in really good shape..The guy is older and took it on trade on car and it has just set in his shop..

Don't mess with the carb. There is a throttle adjustment screw in a small housing on the handle bars if you want to limit your speed. I would suggest just monitoring your speed and don't wrap the engine out, stay out of 4th and 5th gear until you are fully comfortable and know the trails you ride on. Third gear is plenty fast for learning.

Yes, on all four wheels. Durablue makes wheel spacers that are fairly low cost. There are some billet wheel spacers that I like better than the plastic ones. I made my own for my 400ex and some LT80s I owned previously, one of the bennies of access to an NC mill. Check out on line for your choices.
