01 wolverine power problems

01 wolverine power problems
A long story short: Loaned out my wolv. Got it back had broken rings, worn out timing components. Had it built, all new timing. Will crank and idle but will not open up. Put a new needle in the carb and cleaned it out. It just wont go. Any suggestions?
