Default Banshee Axle Nuts

I am about to replace the rear axle bearings in my shee bc I think they are going out due to a clunking upon acceleration. I noticed today while looking at the axle that i can move the axle hex nuts by hand with relative ease. Could this looseness be causing the clunking?

If so:

1. How should i tighten them?
2. Should i still try to replace the bearings if the problem is the nuts?
3. Do I need any special tools to do this, and if so are there ways around the tools?

Thanks

-John
