t.o.r.s. system?

On the Blaster, what is the t.o.r.s. system and what is its function? I was told that by unhooking it I may correct the problem I have with my kids Blaster cutting out. Can this system be disconnected without causing damage to anything?

The t.o.r.s. system merely kills the engine if the throttle sticks open. then easiest way to remove it is to unplug the wire harness that leads off of the top of the carb. As far as I know it can't hurt anything-unless the throttle does stick open, but i've never heard of that happening.
